Dr. Arslan Chikhaoui
Dr. Arslan Chikhaoui is Chairman of the consultancy and studies Center ‘NSV’ established in Algeria since 1993 (www.nordsudventures.com). He is visiting lecturer at both Algerian Staff Academy and Algerian Civil Defense Academy, and at various international Think Tanks. He is as well senior media analyst on international affairs, and Author of several essays related to economics and geopolitics.
Born in Algeria in 1962, he is graduated in political sciences, international relations and economics from University of Berkeley, and in biology from Algiers University of Sciences & Technology. He further specialized in government affairs at FSI and in bio-security at MESIS Centre.
He has served as Senior Advisor to Algerian Institute for Strategy Studies (1991-1994), and Senior Coordinator of the Development Aid and Cooperation Programs funded by the World Bank, USAID, and John’s Hopkins University aiming to promote in Algeria social housing, agricultural and rural development, family planning and to develop training and educational institutions (1982-1990).
On the national level, he contributed to the report “Algérie, Perspective 2005” (Algeria: Forecast 2005) carried out in 1991/92 under the auspices of the Presidency of the Republic. He was also involved in the development of the Algerian non-hydrocarbons export policy and the restructuring and privatization policies of various Algerian State-Owned Companies.
On the international scale, he is stakeholder in various “Track 2” task forces addressing security in the Mediterranean and the Sahel, the establishment of a Weapon of Mass Destruction Free Zone in Middle East and North Africa, Security Sector Reform in North Africa (SSR). He is member of: the World Economic Forum Expert Council (WEF-Davos); the Advisory Board of Defence and Security Forum (DSF- London); UNSCR 1540 Track II Forum, and Alumnus of NESA Center for Strategic Studies (National Defense University-Washington DC).
He is honoured in 1999 at Davos Summit as Global Leader, and in 2011 by HRH Sumaya Bint Al Hassan of Jordan for his work on CBRN threats. He is awarded in 2012 by the Algerian Civil Defence for his work on CBRN security, and in 2013 by NESA Centre for Strategic Studies and AFRICOM for his contribution in academic programs in enhancing security and partnership.
